8.5 Including References

The list of bibliographic references cited in the justification should be part of Scientific Justification section and must fit within the overall page limit of 3 pages. It is not necessary to cite references at the quantity that one would for a journal article, but work that is immediately relevant to the proposal (e.g., demonstrating that a new observing method can work, setting critical context, or competing work that sets the scope required for one's project) should be cited. The list of references may be created using the plain LATEX thebibliography environment, using a modified references environment, or using the tabular environment to create a two-column format.
